The Hazardous Substances and New Organisms Act 1996 (HSNO Act) reforms and restates the law relating to the management of hazardous substances and new organisms in New Zealand.

With particular reference to hazardous substances, the HSNO Act replaced:

The Dangerous Goods Act 1974,

Explosives Act 1957,

Pesticides Act 1979,

Toxic Substances Act 1979 from 2 July 2001.

Under the Hazardous Substances and New Organisms Act 1996 (HSNO) persons handling hazardous substances may need an Approved Handler Test Certificate issued by a Test Certifier. EPA (Environment Protection Authority), keeps a register of Approved Test Certifiers on their website www.epa.govt.nz
